Strengthening Equity, Access, and Quality in Education (SEAQE) Sahel
The Adventist Development and Relief Agency (ADRA) Norway, one of the country’s leading international education development organisations, implemented the Strengthening Equity, Access and Quality in Education Sahel (SEAQE Sahel) programme in Mali and Niger. Funded by the Norwegian Agency for Development Cooperation, the programme started in October 2017 and ended in December 2021.
School-to-School International (STS) designed and conducted a Mid-term Review (MTR) study for the SEAQE Sahel programme to capture monitoring, evaluation, and learning data. The purpose of the MTR was to assess the progress and achievements of SEAQE Sahel in Mali and Niger to date against the stated programme targets. A major focus of the review is to strengthen, inform, and review current and future programming, strategies, and approaches, as well as the programme’s logical framework and theory of change. The primary methodology for the MTR study was qualitative and consisted of key informant interviews (KII) and focus group discussions (FGD). STS also incorporated quantitative indicator data and cost data to triangulate and substantiate qualitative findings.
STS led the design of practical data-collection tools to capture experiences and insights from those closest to the program, including ADRA staff, education officials, community leaders, teachers, learners, and parents. The team then conducted intensive three-day trainings in Mali and Niger to prepare ADRA staff to serve as enumerators, equipping them with the skills and confidence needed to collect high-quality data. Throughout data collection, STS provided ongoing remote supervision and technical support to ensure consistency, accuracy, and ethical practice.
Following data collection, STS analyzed qualitative findings alongside program cost and output data to assess cost efficiency and overall performance. Using specialized qualitative analysis software, the team synthesized stakeholder perspectives and triangulated findings with logframe data. All results were compiled into a comprehensive report that provided clear, evidence-based insights to support learning, accountability, and decision-making for future programming.
