Technical Assistance to Literacy and Numeracy Programs in Sierra Leone

The Gates Science of Teaching activity is a four-year grant implemented by RTI International. The overall objective of the grant is to provide data, evidence, and innovation in order to improve foundational literacy and numeracy outcomes in Sub-Saharan Africa and South Asia. The main areas of focus during this grant period are:

  • Synthesis of the body of evidence on effectively implementing foundational literacy and numeracy programs at scale.
  • Generation of new evidence on how to effectively implement foundational literacy and numeracy programs in low- and middle-income countries.
  • Dissemination of synthesis products developed and new research generated.

Under a Science of Teaching grant is a three-year program in Sierra Leonne to improve literacy and numeracy learning gains, particularly for girls. The project will reach approximately 65 state primary schools and a total of 11,000-15,000 students.

STS provided technical assistance to the project, focused on disseminating an adaptive student assessment aligned with the curriculum. STS’s work is organized into three phases. In the first phase, STS produced a desk review with an initial report and workshop for each partner organization. The second phase provided ongoing support during implementation through periodic check-ins to identify problem areas, support strategies, and necessary adjustments to the monitoring system. STS also facilitated joint reflection and learning sessions. Finally, in the third phase, STS consolidated final monitoring and evaluation data together with students’ assessment results provided by the external evaluator, conducted individual and joint reflections with the delivery partners, and provided final recommendations.
