Remote EGRA for Learners who are Deaf or Hard-of-Hearing

To better serve the needs of all students in all learning environments, USAID is looking to prototype—that is, design, develop, and test for proof-of-concept and acceptability—an early grade reading assessment for students who are deaf and hard-of-hearing to be asynchronously administered with remote assessors.

STS will work with RTI International and Resources for the Blind, Inc. (RBI) in all phases of the prototype. STS will provide principle technical assistance and serve as the implementing partner, leveraging our expertise, experience, and existing working relationship with RBI on the USAID/Philippines Gabay (Guide): Strengthening Inclusive Education for Blind/Deaf Children project.

Following an alpha and beta test phase, RTI and STS will prepare a report summarizing the findings, including analysis of and recommendations regarding the viability and feasibility of the different asynchronous testing administration modalities for an EGRA for children who are deaf or hard of hearing.
