Counterpart International contracted STS to provide specific technical assistance for monitoring, evaluation, and learning (MEL) to Counterpart HQ and field offices on an as-needed basis.
The specific scope of work for each purchase order can be different. Still, STS is generally responsible for supporting Counterpart program teams based overseas and at headquarters to
- Use appropriate tools and processes for data collection and analysis, knowledge management, and data visualization;
- Select or use information-communication technologies (ICT) to support internal collaboration, communication, and sharing learning; and
- Improve and streamline data collection tools and methods, plan or conduct baseline or midline assessments for performance indicator targets and results, and scope or produce compelling visualizations and stories using both qualitative and quantitative data.
Throughout the life of the contract, STS supported Counterpart on MEL design for USDA McGovern-Dole projects in three countries.
