Project LEARN (Learning Enhanced Across Rwanda Now!), funded by USAID, sought to improve literacy and numeracy outcomes for children in the primary grades by improving the quality of instruction and increasing access to high-quality, relevant teaching and learning materials.
Working in close collaboration with the USAID/Rwanda education team and the broader Project LEARN development team, STS created a project appraisal document as LEARN sought to expand its assistance objectives. Specifically, STS conducted an extensive review of governmental strategy documents and interviewed relevant officials and project stakeholder before analyzing and synthesizing the results using a cross-sectoral approach.
