Reading and Access Evaluation

Under STS’s Reading and Access Evaluation subcontract, NORC issued task orders to STS to provide specific technical assistance to NORC on impact evaluations of USAID education projects around the world. Throughout the work, STS provided technical assistance to NORC on impact evaluations in Ethiopia, Liberia, Uganda, and Zambia.

The specific scope of work on each evaluation’s task order varied, but STS was typically responsible for overseeing the quality of and executing EGRA tool programming, enumerator training, data collection, and preparing final EGRA data sets. This technical assistance included programming and uploading all assessments instruments to Tangerine, providing training to enumerators on EGRA protocols and processes, quality control oversight of EGRA data collection, cleaning of EGRA datasets, and basic analyses of EGRA datasets.
