Performance & Impact Evaluation: Literacy Achievement and Retention Activity

USAID/Uganda’s Literacy Achievement and Retention Activity is a five-year program that seeks to improve literacy among primary school children in Uganda. The program works to improve early grade learning and comprehension skills focusing on local languages and how to easily transition from local language instruction to English.

Working closely with NORC, STS assisted with the baseline performance and impact evaluation. Specifically, STS was involved in the survey development, enumerator training, data collection, field work, and data cleaning with codebooks. Working with a local data collection firm, STS collected and cleaned data from 2,344 EGRAs in Luganda and 2,535 EGRAs in Runyankore‐Rukiga.
