KEIP3: The Design and Implementation of an Independent Evaluation

The Kiribati Education Improvement Program Phase III, which was implemented by Coffey International Development with support from NORC at the University of Chicago, seeked to improve English literacy and numeracy skills of grade 4 students and English proficiency of teachers through the provision of tablets loaded with educational materials.

STS provided targeted technical support to NORC as an external evaluator for a pilot classroom tablet intervention. STS provided reviews of early grade reading assessment (EGRA) and early grade mathematics assessment (EGMA) instruments, technical assistance on data collection and data quality protocols, design classroom observation tools for formative and summative use, and review and contextualization of key research findings.
