Madagascar’s Education for All Plan formed the basis of UNICEF’s support for education by setting out a comprehensive map to improve the quality of and access to basic education. The project supported policy and strategy development at the national level, including curriculum and textbook development, in-service teacher training, and school construction. It also assisted communities in analyzing problems and developing action plans to improve the school environment, while channeling funding directly to schools and teachers to ensure that children were the direct beneficiaries.
Working with the Education Network, STS developed the methodology and tools for evaluating the state of the project as of 2012-13, including reform activities and the implementation of the Fast Track Initiative. Additionally, STS oversaw the collection and analysis of data and presented findings and recommendations for future activities to UNICEF in June 2013.
